The Norwegian patent office is called the Norwegian Industrial Property Office, and according to wikidata was founded in 1911.

We have a number of patents published earlier than 1911 in their gazette or yearbook, the Norsk Patenter or Norsk Patent Register, which means there was an earlier patent office but we aren't finding definitive information about that yet. The present Norwegian Industrial Property Office web site doesn't seem to give much historical infomration.

When did Norway join the Paris Convention? Public data suggests only in 1974. Hmmmm. Not sure how to find out about that earlier intellectual property office then.
