This is identical to Patent GB-1913-11999 and Patent HU-1913-63964 and Patent CH-1913-64628 and Patent FR-1913-459222, the AT and the CH sharing the same filing date, that is 1913-05-17, with Patent AT-1913-66955 being treated as the parent parent. A Russian predecessor would be ideal.

Auxilary surfaces not essential to lift, per se, but located at the edges of the airplane's wings, as well as at the tail, taper inwards toward the back of this aircraft and also taper downward towards the central vertical longitudinal plane, so that when the sustaining wings are at their normal angle of incidence these auxilary surfaces are parallel to the line of flight.

Incidentally "Sergei Tscherwinsky" tranliterates into "Сергей Червинский" and "Sergei Tschherwinsky" tranliterates into "Сергей Шервинский". Russian Wikipedia yields some characters of interest, but data is too scanty to draw any conclusions as yet.
