Franz Miller was an engineer from Sicily, who set up Italy's first aero factory in 1909. He collaborated with a Mr. Fuseri in building an ornithopter.[1][2]

In 1909 Miller built an airplane for Mario Cobianchi which got off the ground but couldn't sustain flight.[3]
