Ted Beatty of Notre Dame has data on at least 14,000 Mexican patents of 1850-1910. His presentation at EBHS 2019 listed early Latin American patent laws. The first patent laws by country: Brazil 1830, Mexico 1832, Chile 1840, Paraguay 1845, Colombia 1853, Bolivia 1858, Argentina 1864, and Peru nominally 1869 but actually it didn't work until 1896 because Peru had civil wars and then external wars which it loses.
