Full design for a hydroplane which skims across the water and "may be used as a flying machine of the aëroplane type".
"An apparatus flying upon the water, owing to the high velocity that it is able to attain, permits of speedy and certain training in the art of flying, which is accessible to a large number of persons, because an apparatus flying upon the water may be gradually transformed into a flying machine by the addition of surfaces for its support in the air" (p. 8).
Forlanini goes on from here to describe aerial supporting surfaces which can also serve as steam condensers or radiators for the engine.
Ultimately, though, his explanation of why this vessel will be stable is that its weight will rest on the water; so although it might be the basis for a future seaplane, and he thinks it will be a good training craft for aviators, he does not think this version of the invention will actually take off and land on the water.
