Tentatively, I think this is meant to be a cross between a traditional "airship", with gas-holding fuselage, and an airplane with sustaining "Tragflächen". The latter aspect of the vessel is moreso the focus in the text and illustrations.
The scan of this patent includes a cover page which we don't usually see, giving number, classification, and claims.
