Joseph Crocé-Spinelli was an aero inventor, both utilitarian and artistic, Paris (40, rue de Rome, Seine). He has a fair number of patents registered, across a range of fields. (Searching INPI, for simply "Croce-Spinelli", one finds a few patents registered in the late 1840s, which may not be our same "J. Croce-Spinelli", along with several registered in the 1860s, which apparently are. Marine innovation seems to be key, particularly regarding instrumentation.)

Crocé-Spinelli was the first president of the Société française de navigation aérienne, in 1872.[1] He died of oxygen deprivation in 1875 during a high-altitude ascent of the Zénith.[2]
