American patent agency Victor J. Evans & Co. was recorded as being at address 615 F street N.W., Washington, D.C. In the 1911 ad at right the firm characterized itself as "experts in aeronautics" and having an "aeronautics department."

The man himself (1865-1931) turns out to be an interesting character.
