Analysis of military needs in airship development.

  • Renard notes the apparent need for France to catch up with Germany in the aerial arms race.
  • Terminology: "Les aéronefs—et nous entendrons par ce nom les navires aériens dirigeables qu'ils appartiennent au système du plus lourd ou du plus léger que l'air,—peuvent rendre aux armées des services de natures très différents."
  • These functions include: transportation of material or personnel, bombing, communications, and observation. Renard comments that although bombing is widely recognized as role of airships, it's not very practical. Communications can be accomplished by other means; and airships are not close to being able to perform large-scale transportation tasks.
  • Consequently, Renard recommends that airship development continue in a direction which will optimize its value for reconnaissance missions (during which some bombing might take place as well): that is, focusing on improvement of speed, altitude, and radius of action.
