The phrase dual control or multiple control means that control over some aircraft element may be exercised at multiple location. The usual reference nowadays is to a cockpit where a pilot in training can fly the plane from one seat, and an experienced pilot can fly it from the other.
It appears that in the time of early aero those were the usual meanings of these terms already. There may have been other meanings; not clear.
