Tissandier examines several types of Chinese kites, from simple to more complex. Some of these were evidently discovered (by La Nature correspondent Huchet) in Tonkin and Annam, both part of present-day Vietnam, which France had recently captured. He mentions that while the Chinese are skilled in launching their big kites, Westerns have a hard time of it.
A translation of this article appeared in Scientific American and was quoted in Chanute, 1894, Progress in Flying Machines.
Incidentally a news blurb on the same page as the end of the article (p. 46) deals with the captive balloon recently constructed for the Chinese by Gabriel Yon and recounts some ascensions conducted circa October 1887.
