Objective: Enable steep descent by heavier-than-air flying machines. Enable pilot to change speed "without manipulating the engine throttle." (Not clear why the second aspect is significant.)

An advantage of this design, says the patent text, is that the aircraft is small so it will be less visible from the ground if "suitably colored". Inference: patentee is thinking of military use, although he doesn't quite say so.
