The Nordwestdeutscher Verein fur Luftschiffahrt or Northwest German Union for Aerial Navigation was founded at Osnabruck, Germany, on 4 April 1909. It joined the DLV (German Aeronaut Federation : Deutscher Luftschiffer-Verband) on 21 May or June 1909. It appears that before the end of 1909, the organization changed its name to Osnabrucker Verein fur Luftschiffahrt or Osnabruck Association for Aerial Navigation.

Captain Otto Romberg, chairman of the Nordwestdeutscher Verein fur Luftschiffahrt, appears to have remained chairman after the name change to Osnabrucker Verein fur Luftschiffahrt. In 1910, in addition to Romberg as chairman, officers included Wulff, vice chairman; Rackhorst, 1st secretary; Heilbronn, 2nd secretary; and Stolcke, treasurer, while Boetticher, the government president, was honorary chairman. The association had 210 members, including four balloon guides. It owned one free balloon and used a field between the Osnabruck Municipal Gasworks and the Osnabruck Municipal Slaughterhouse on Liebig Street.
