Munro observes that according to the present method of descending in a balloon, valuable gas must be released and lost to the atmosphere.

He proposes preparing within the balloon a ballonet which can be filled during flight. A reaction of carbonic acid and chalk creates dense gas which adds to the weight of the balloon and increases the density of the lifting gas, which is forced to occupy a smaller volume of the balloon.

The ballonet can be emptied to ascend again with the original gas. (Here the author is describing "coal gas" which probably contains hydrogen and some other elements.
