H. Helm Clayton was a meteorologist at Blue Hill Observatory. In 1894 he used tailless kites from William A. Eddy to raise recording instruments to new heights.

Clayton also worked for the US Weather Bureau from 1891–3, and in 1913 he became chief forecaster of the Argentine Weather Service. Later he worked on the influence of solar activity on terrestrial weather.[1]

His archives at the Smithsonian Institution include records of correspondence with the Wright Brothers.[1]
