Devèze was an aero inventor, addressed at 45, rue Saint-Sébastien, Paris, Seine; France.[1] He seems to have been an early proponent of HTA. This is indicated both via his patent filed and the subject matter of his writing.
It is conceivable but untested that he is the same as this Devèze: https://www.digitalarchivioricordi.com/it/fotografie/8070
