CPC Y10S

CPC stands for the Cooperative Patent Classification and Y10 is a set of technology categories not classified elsewhere.

Question: Can we clarify why the Y10S categories exist? Many seem to include patents which could have been classified under the earlier, existing categories. Why was this new branch created?
