"From my numerous experiments and observations I am now thoroughly convinced that man possesses far greater muscular power than is requisite for tolerably swift horizontal flight."

Thomas Moy criticized this letter, saying its concept of bird hovering was unclear. (See the Annual Report p. 12.)
