This patent envisions a system of balloons attached to a double rope on a pulley, with one or more primary balloons for bearing cargo and passengers, and secondary balloons to support the rope at other points. Balloons would be pulled back and forth by the rope, which might be moved by a steam engine. A connection between Dover and Calais is given as a possible example!
