Head of the Italian Special Military Commission for Aeronautics in U.S.A.‎

While Bolling negotiated with the Italians in Europe, Maj. Raffaele Perfetti, head of the Special Italian Military Commission for Aeronautics in the United States, busily lobbied aviation officials for the construction of Capronis in the United States. "A great American squadron of aeroplanes," Perfetti proclaimed, "would decide the war in favor of the Allies in a short time." By then, Congress had appropriated 64 million dollars to carry out the aircraft program proposed by the Joint Army-Navy Technical Aircraft Board.[1]

[Actually it was $640 million; see 1917 Army Aviation Bill.]
