Navy plans purchase of 232 acres near San Diego Bay. Naval Flying Corps to have 150 officers and 350 enlisted men, and opportunity for civilians to join.

There will also be a Naval Reserve Flying Corps, Aerial Coast Guard Service, and an aeronautical research laboratory in Washington.
