For safety, combo of valved parachute and helicopter. I think they are meant to engage naturally in case of sudden descent. Patent text refers to gears and sprockets to control the invention; not sure if the aviator is meant to engage these explicitly or not. The name "airship" here does not appear to imply any gas bag; the overall design is a classic helicopter or airplane. The patent text also refers to appealing features of orthopters, but there doesn't seem to be any flapping component here on a quick reading.
