It appears the application was initially made by foreigner V. Vishnevsky (or W. Wiśniewski or ...) then transferred in 1909 to P. Lachmann of Berlin. We don't have location or romanization for Vishnevsky, the actual inventor.

Printed classification is RU Group III/V; I suspect this means RU Group III and RU Group V since we already recognize Group V as relevant. But we may get more information here. Handwritten in are RU 62b.36, RU 62c, 1–11, and RU 69c.
