From google patents abstract: "125,458. Btackburn Aeroplane & Motor Co., Blackburn, R., Copley, J. W., and Bumpus, F. A. Aug. 10, 1916. Steering.-A device for adjusting and maintaining in their adjusted position the control surfaces of an aeroplane or seaplane, but leaving the usual controls available, comprises a windlass enclosed in a casing mounted on the fuselage, the cover of the casing having holes or notches which are engaged by a projection on the pivoted handle of the windlass."
