The invention is a design for tandem wings -- "transversely situated aerofoils secured across the machine at intervals of its length, leaving intervening spaces" (p.6) They are above the fuselage, attached by structs which angle up and out from the fuselage. Viewed from the front, those struts make a V shape as they rise up and out to the wings. Four wings are shown in the diagrammed example. There is a tail too.

This design accomplishes both longitudinal and lateral "stability", according to claims 1 and 2.
