Apparently a harness for someone to be flown through the air by birds; the available summaries don't mention a balloon.

The feature of novelty which constitutes this invention is, the utilization of the surplus or carrying power of birds by attaching them to a special apparatus in which the aeronaut may be carried.

Brewer and Alexander, 1893, Aeronautics, p. 52:

Birds are harnessed to a triangular framework, to which latter the car is suspended.
The birds may be guided by means of reins attached to their wings, or rudders may be employed for this purpose.

[Both of the above sources contain the statement "Provision refused", which seems to mean the patent was not granted.]
