This patent clearly matches Patent FR-1913-462162 and Patent GB-1913-19954. The latter was submitted less than a year later than this German filing, yet the inventor's location is given in Austria instead of Brussels.

No earlier filing is cited but it wouldn't be surprising to find one in Belgium.
