Abstract, compressed: In 1864, the patent law of the Kingdom of Sardinia was extended to the newly created Kingdom of Italy. Using our new dataset of all Italian patents from 1855-1872, we compare the patents before and after the 1864 reform regarding (a) nationality and location of filers, (b) their technological fields, (c) the frequency of filing by each one (sporadic versus “systematic” patentees), and (d) the fees they were paying, which were a form of investment. We find that the reform of the patent system increased filings by inventors of the Italian states beyond Sardinia, and of foreign inventors. Thus this policy worked to integrate the emerging Italian state.
