The 'Deutscher Luftflotten Verein (DLFV) or German Aerial League as it was called in English-language publications of the time, was founded 7 July 1908 in Mannheim, Germany. As a national patriotic organization, it desired that German flying machines should exist and compete with those of foreign nations. By the end of March 1910, there were 11 regional leagues within Germany, most of which were composed of several local groups.

In 1910, the headquarters office of the Landes Verband Bayer was in Munich, where Count E. von Moy was chairman. There were two sub-divisions, the Rheinpfalz district and the Einzeine local groups. In the Rheinpfalz District, the chairman was Wagner from Zweibrucken. Local groups included Homburg-Pfalz (R. Gerwen, chairman), Kaiserslautern (L. W. Oeffner, chairman), and Zweibrucken (Wagner, chairman). The Einzeine local groups included Beuerberg (Max Machhaus, chairman), Kronwinkl at Landshut (Oettel, chairman), and Nurnberg-Furth (L. Schutte, chairman).
