Boris Loutzky (or Lutsky) was a well-known Russian engineer. He had many motor and automobile patents visible on google patents. It looks like two refer explicitly to aircraft.
On a patent specification, he described himself as an engineer at 56 Charlottenstrasse, Berlin, Prussia, German Empire. He was trained in Munich and went back and forth to Germany.
Russian and Ukrainian Wikipedias have substantial articles about him.[1][2] There are photos of him there, but not on Wikimedia Commons, where we could just use them here.
