All-Russia Aeronautical Union
The All-Russia Aeronautical Union (Vserossiiskiy Vozdukhoplavatel'nyy Soyuz) was established in 1911. Apparently independent, it functioned under the aegis of the Ministry of the Interior.
Hardesty does not give a location for this organization. Its close association with the Ministry of Interior suggests St. Petersburg as a location. We suspect that this may be the organization referred to elsewhere in this table as the Russian Aerial League.
Hardesty states that the notion of an "air-sport" as an activity, similar to the exhibitions and races sponsored by the Russian Automobile Society, took place with the establishment of the All-Russia Aeronautical Union in 1911. However, he does not give any examples and he seems to contradict this information by saying that in prewar Russia, the Imperial All-Russia Aero Club (IVAK) became the chief sponsor of air races and air exhibitions.
