Halvor Olsen Eiane was an aero inventor who filed patents from San Diego and San Francisco.[1]. On a patent he described his location as "of the U.S.S. Perry, c/o Postmaster, San Francisco ; profession: Inventor."
From Ancestry it looks like he was born in Norway circa 1880, was in the US Navy around 1910, and lived in Wisconsin later in life. He continued to work on aeronautics. According to this article in Popular Aviation in Oct 1928, he patented a parachute in Aug 1928.[2]
