1917 Army Aviation Bill

The Army Aviation Bill passed in 1917 appropriated $640,000,000 for army aeronautics, some or all of which fell under the auspices of the U.S. Signal Corps.[1]

The bill passed unanimously through the House and was signed by President Woodrow Wilson on 24 July 1917.

At the time, the Navy was seeking an additional $45,000,000 for aviation.

Various sources call this the largest Congressional appropriation for anything ever, to that date.[2]

The Manufacturers' Aircraft Association formed in 1917 as the main representative to the government of the private sector airplane manufacturers.
