Inventor and industialist Yamada Isaburō developed balloons in Japan starting by 1897. They were mostly put to military use.
From japanese wikipedia article about him, translated by DeepL: "From life-saving appliances, he turned to the production of military balloons, and with the assistance of the Army's Council of Engineers, he was granted a patent (No. 4164) for the Yamada-style balloon in February 1900[3]" -- in our world that would be Patent JP-1899-4164 or Patent JP-1900-4164 depending on filing year.
- If I search https://www.j-platpat.inpit.go.jp/s0100 for "4164", I get two patents back, one of which looks like some kind of kite. It is three pages long. Can send this to Hanzel or Melzer?
