Patent US-1849-Smith

It's not clear there's an American patent here, but there's probably something. Both Seifert identify it as being in 1849, by a J. Henry Smith. But I can't find the name anywhere. We don't Lilienthal museum's Seifert reports that this is a "Tethered helicopter":

On a vertical axis there was a parachute at the top, which was firmly attached to the gondola for several people below. In between was the rotor. It was driven by an electric motor. The electricity required was generated on earth and fed through the shackle cable. The device was designed as a military observation platform
