From google patents abstract: "130,041. Blackburn Aeroplane & Motor Co., and Booth, H. Jan. 2, 1918. Planes, arrangement of; steering and balancing. -Hydro-aeroplanes, and especially single-engined flying-boats, are provided with two tail-fins 4, 5 arranged at opposite angles to the vertical and so as to form chords to the slip-stream circle 3, in order to reduce yawing due to the spin of the slip-stream, and to obtain a powerful air-rudder control when on water, the rudders 8 being hinged to the rear edges of the tail-fins. The upper tailplane 6 and elevator 9 are shown within the slipstream, and the lower plane 7 and elevator 10 below the slip-stream"
