Teikoku Hiko Kyokwai (The Imperial Aero Society of Japan) requested affiliation with the Federation Aeronautique Internationale (FAI) in 1916. The request was approved by the FAI at its afternoon meeting extraordinaire 19 May 1919.

Count Okuma was president of the society in 1916.
