Adolphus Washington Greely was chief of the U.S. Army Signal Corps from 1887 to 1908(?).
He procured a balloon for the Signal Corps and deployed it in Cuba during the Spanish-American war. He advocated army support for the work of Samuel Pierpont Langley. He also promoted the development of telegraph and radio communications.[1]
