Russian patent office
From 1896–1917 the patent office of Russia was the Комитета по техническим делам при Министерстве Торговли и Промышленности, the Committee on Technical Affairs of the Ministry of Trade and Manufacturing.
The 1896 patent law also created the national patent library, now known as the All-Russian Patent-Technical Library.[1]
Before 1896 patents were handled by the Ministry of Trade and Manufacturing at a general level.
The patent office evidently went through some turmoil in 1917 but filings continued, as we can see from Rosenzweig's chart, albeit at a slower place. Tentatively it seems that the new office granted no patents until at least 1924; patents filed before this date are marked as taking effect on 1924-09-15 (though published years later).
This chart also shows that the serial numbers of patents and protection certificates began at 1 in 1896. The latter were apparently issued in retrospect after their creation by the 1906 Russian industrial law; they only appear on the (facsimiles of) printed patents granted 1906/1907 or later.
From this chart, and also from Rosenzweig's lists of aeronautics patents filed in late 1909 and early 1910, we tentatively infer that less than half of the patents filed in the Russian office were granted.
