One way to guide a balloon is to run it along a track. Sometimes these were envisioned and used for testing new aircraft.

Joseph Mac Sweeny, in the early nineteenth century, suggested using "balloon ways" between towns. First he envisioned ropes, possibly elevated by means of their own gas-filled balloons. Later he suggested wires attached to poles. "The balloon glides along the wire, and in passing over each post raises the wire. When the balloon has passed the wire is caught between the rods, and falls into its former place."[1]
