This patent is about flying machines with engine-driven wings or blades around a parachute. The wings or blades are turned/rotated in a way that aids stability of the craft in the air.
The rotating part responds dynamically to the wing being on the high or low side, or having an inclination that is greater than or less than some level.
Here and there the patent refers to the wings/blades as a propeller, and it seems like a helicopter but the patent does not say that.
