Appears to be, literally, a giant wheel which can roll on the ground, while containing airplane apparatus to fly in the air.

"... a vehicle adapted to run in the ordinary traffic of the road and to fly in the air at will."

"Two or more of these self contained flying wheels may be connected..." !
