Mainly gives credit to the French for early ballooning; the section on airships in Germany begins in the 1870s and at first is mainly focused on the work of meteorologists (especially the group connected with the International Commission for Scientific Aeronautics).
There's a brief section on nascent airplane technology mentioning Ferber and the Wrights.
