Abbe suggests that the Wrights may have insights relevant to meteorology, and suggests publishing some of their findings in the Monthly Weather Review. He also asks why they don't use an electric-powered flapping machine on a track, underscoring a difference in perspective on the whole issue.
His source of information on the Wrights is (most likely) Professor Charles F. Marvin, longtime meteorologist for the U.S. Weather Bureau.
