The Comprehensive Universe of US Patents (CUSP) apparently by Enrico Berkes (2018) has been identified as the best comprehensive database of US patents in Michael Andrews's evaluation, according to an EHA presentation by Peter Nencka. It has geographic specifics on each inventor. But it's not public.
