Andrews was an aero inventor, Paris (29, boulevard Saint-Martin, Seine). This is quite possibly Solomon Andrews. Within INPI "Andrews" is listed simply as "Déposant", regarding Patent FR-1866-71673, and likewise is the above address that of the "Déposant". This address shows up elsewhere throughout the 1860s.
