Discusses Henri Giffard's plan for constructing an enormous balloon for the 1878 Exposition universelle. Recalls his previous performance at the 1867 Exposition universelle.
Tissandier comments that the high cost of the balloon, hundreds of thousands of francs, will be insignificant relative to the fortune which Giffard has amassed from his inventions.
