Graf (Count) Rudolf Westphalen was an Austrian royal and an inventor of marine propulsion mechanisms, mainly screw propellers. It is not clear that he put these to work in the air. On some British patents he gave his address as 33a, Rennweg, Vienna III.

Appears to be the same as this person: Graf Rudolf von Westphalen zu Fürstenberg (1860-1907).[1]
