British chartered patent agent Reginald Walter Barker was recorded as being at address 56, Ludgate Hill, London, E.C., England[1]

We have modest but interesting information on this gentlemen. He was, yes, primarily a patent agent, whom we have connected at present only to Louis Coutant Badeau, who innovated largely within in the airship. Barker himself takes a specific heavier-than-air, as seen in his Patent GB-1912-4502, having most specifically to do with the stability of airplanes.
