Maxim is pessimistic about the reliability of dirigible balloons. "I am of the opinion that if there is an exhibition of dirigible balloons at St. Louis, very few of them will be able to return to the point of departure. It will be found, I think, that when these balloons ascend they will travel with the wind exactly like any other balloon."
